With reference to your letter of the 6th September 1901, No. 30812/1901, relative to the land to be leased to the Hong Kong & Whampoa Dock Company for the purposes of a new dock, and asking whether especial importance is attached by the Admiralty to the construction of this new Dock, I am commanded by the Lords Commissioners of the Admiralty to acquaint you

for the information of the Secretary of State for the Colonies that My Lords do attach special importance to its construction.

The docking facilities for large ships are very limited at Hong Kong, and in case of emergency with the large Fleet on the China Station, this proposed additional Dock to accommodate Battleships would prove invaluable.
