Sir,
With reference to your letter of the 31st January 1901, No.3861/1901, transmitting a copy of a telegram from the Governor of Hong Kong relating to the proposed purchase of the Briquette Factory at Kowloon, I am commanded by the Lords Commissioners of the Admiralty to acquaint you for the information of the Secretary of State that Their Lordships are obliged for the information obtained, but They are not in a position to proceed further in the matter until the New Naval Works Bill, under which the necessary funds are to be provided, has received Parliamentary sanction.

I am to add that when such sanction has been obtained My Lords will communicate further on the subject.
