With reference to the Despatch No. 489 from His Excellency the Governor of Hong Kong to the Secretary of State for the Colonies, dated 28th November, 1901, (copy attached) in which His Excellency disclaims having repudiated Exchange No. 3, arrived at under date 18th August, 1900, a reference to the proceedings leading up to the third proposal will show that the proposal was made in the first instance by the Acting Colonial Secretary and that sites at High West were finally suggested
