SIR HENRY ARTHUR BLAKE, Knight Grand Cross of the
Most Distinguished Order of Saint Michael and Saint George
and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same, in pursuance of Article XXIII
of the Royal Instructions to the Governor and Commander-in-Chief in and over the Colony of Hongkong and its Dependencies, bearing
date the 19th day of January, 1888, do hereby certify that adequate,
and timely notification of the Private Ordinance entitled
