The convenient word "Enactment" whole and also are and sorry mracting part thereof. The A-C says this is only arguable. I think it would be difficult to argue the contrary;
Assuming, however, that "enactment" really has the above meaning, sec 5 of Order 24 of 1901 cannot possibly, I think, be misconstrued by a competent court, so as to affect the repeal of whole orders instead of single sections.
