The circumscription should contain the King's Titles as prescribed by the Royal Proclamation of the 4th November ... law.

I have the honour to acknowledge the receipt of your despatch No 573 of the 14th December last, enclosing reports from the various Departments of the Hong Kong Government in which Seals are used.

The Royal Mint will be requested to prepare a new design for the Public Seal for the Colony, similar to the present one (which is described as the White Seal).
