I have the honour to enclose a cutting from the "Hongkong Daily Press" which purports to have been written by Sir E. Ackroyd, also a minute by Mr. J. H. Stewart Lockhart, Colonial Secretary. I do not know that any notice could be taken of the writings of a gentleman who has retired, but the latter is an illustration of the way in which suspicions of Government's fair play are spread and fostered.
