I have the honour to enclose herewith, for the information of His Excellency the Governor, copy of a despatch and its enclosures which I have addressed to His Majesty's Minister relative to the recent exchange of views between this Consulate General and the Viceroy on the subject of the trial and treatment of prisoners extradited from Hong Kong. It will be observed that the Viceroy has formally stated that the trial and other proceedings in the "Perseverance" case shall be taken as forming an established precedent for the conduct of all future cases of prisoners surrendered to the Chinese Authorities under the Extradition Ordinances.
