of the Kowloon Tramway
Ordinance and enclosing two Memoranda
by Youse and Trotter. 2. While appreciating the work which has been given in the matter, Mr Chamberlain
instructs me to state that
the Governor of Hong Kong is
anxious that all technical points connected with this
Ordinance should be settled
in the country; and as
