We must employ a specialist to deal with this tramway lay; and the Gov. have agreed to pay the fee of necessary

Bearing in mind my correspondence with Mr Willis of the Bd. of Trade [ref is in 23360]
we had better write to the Bd. of Trade
15th inst asking whether they will be good enough to put us in communication with a specialist, either
an outsider, and
the CPR make it plain that a fee will be paid for the services rendered by their specialist
I am inclined to think that Mr Buchanan ought to be asked to consent to pay at least half part of
their fee
Mr. Risley should also look at this draft tramway Ordinance 35759 from a legal point
