Whether Mr. Cox or Lucas is to proceed, unless the total sum to be paid to the Clarendon Press falls very nearly within the original estimate, I should like to know what the new arrangement entails.
The delay involved by Her Majesty's Govt.'s doing the work here is very great.
Mr. Mercer will be in Hong Kong on 3/12 and CPL.3 will be sent at once. Please let us know what the Clarendon Press estimate is when you have seen it.

The annexed estimate from the Clarendon Press shows that the proportion of the work done in England would be, say, $6000. Calcutta may be as much as $2000 for their portion of the work, which will thus cost about $8000 instead of $3500, the original estimate for the whole work.
Shall we ask Agents to get other estimates in this country, which would, I fear, be not materially below the Clarendon Press estimate? Shall we have the work completed by the King Printers? The delay involved would not be more than a few months if, after Sir F. Hamilton had corrected the first proofs, the revised proofs should be corrected by some junior officer in Hong Kong.
