Enclosed herewith is copy of a letter to the Secretary of the General Post Office, London, and I would respectfully ask that the Governor would be pleased to move the Right Honourable the Secretary of State for the Colonies to bring pressure to bear on the General Post Office to induce them to take action and make representation to Berge.
2. It is well nigh 14 months ago since this underselling was reported to London, and, as far as I am aware, nothing has been done, the irregularity continues and it seriously affects the receipts of the British Post Office at Shanghai and the Agencies where rival Post offices are established.
