With reference to paragraph 3 of my Despatch No. 480 of the 31st October, 1900, I have the honour to transmit for your further information the enclosed copy of a letter from the Postmaster-General to the Colonial Secretary, with enclosures thereto, and to express the hope that you will see your way to impress upon the General Post Office the serious nature of the loss entailed upon the British Post Office by a continuance of the abuses to which the Local Auditor drew attention in the Report which I transmitted to you under cover of the Despatch to which I have referred.
2. If any additional facts are required to impress the General Post Office with the urgent necessity for decided action, I suggest that you should apply for the desired information to Mr. Nicolle, who is at present on leave of absence.
