officer of the Royal Artillery
should be seconded for a term of years to take up this post, and should be given
the local rank
of Major or Lieutenant-
Colonel.
3. The new Commandant himself
would discharge the duties of Adjutant of the Corps, except on parade when he would be assisted by
a Volunteer Adjutant.
He would also be required to undertake the supervision of the drilling of the Hong Kong Police Force.
4. The salary proposed for this officer
£750 a year, together with free quarters or allowance in lieu thereof. The allowance would be
at the rate of $900
a year.
5. Mr. Chamberlain has agreed
to the
proposals,
subject to the concurrence of Mr. Brodrick; and I am to
enquire whether
Mr. Brodrick sees any
obstacle to an officer of the Royal Artillery being recommended for the post on these terms. I am to add
that Sir Henry Blake has reported that Captain Pritchard, Royal Artillery, who has been
recently acting as Adjutant of the Volunteer Corps,
