I have the honour to acknowledge the receipt of your Despatch No. 361 of 23rd October last enclosing the answer of the Lords Commissioners of the Admiralty to the proposal that the Naval Dockyard should be constructed at Kowloon in exchange for the present site.

The reason given at (a) is a sufficient answer to the proposal. The reasons (b), (c), and (d) show an entire misconception of the actual conditions existing, while the new Kowloon Waterworks will be completed long before the Dock is finished.
