In reply to your Despatch No.309 of the 19th September covering a letter from Dr. Manson to the Crown Agents, I have the honour to forward the enclosed reports of the Acting Principal Civil Medical Officer (Dr. Bell) and the Principal Civil Medical Officer, by whom Police Constable Holdaway was examined.
