I have the honour to transmit for your consideration the enclosed application from Mr. L. D'Almada e Castro for promotion to any appointment now or hereafter to be created in the High Court at Weihaiwei.

Mr. D'Almada e Castro has attached to his application copies of a number of testimonials from Officers under whom he has served in this Colony, from which it will be observed that he has given satisfaction and has done useful work in the past.
