I see no reason why this Ordinance should not be sanctioned; and in doing so, I would ask the Governor when he proposes to make President in place of Mr. Pollock, who has by this time left for Fiji.

In the proviso to sec 4, "such claim or claims, if allowed, and their allowance" is tautological - it's only allowed claims that are to be reported to the Governor, which is probably intended.
Mr. Risley Cope suggests that till claims are to be reported, it should be "such claims, and, if allowed, their allowance"
