the rate of salary was subsequently altered, I think the Governor would certainly have understood from the telegram, as a whole that his original recommendation was that the appointment should be for a term of years - i.e. that the Secretary of State would not be obliged to retain him permanently except on a request from the Governor.
As Mr. De Bunsen may be best to telegraph both (preferably wait further despatch before fixing him "the usual letter of appointment" on this)
