I see this draft to Gov of Hongkong speaks of Mr Draymis having the option of re-appointing &c. at the end of not less than three years nor more than 5 years; but does not say a word as to the Gov having any option in the matter.
I thought the Governor distinctly asked in the first instance for our report on a fixed form, & I thought it was understood that H.K. Gov would be able & entitled to re-appoint at the end of some term or other.
in Concere: So far as it is fair that, if a man is appointed for a few years, the Govt should have the power to recall him, if it thinks fit at the end of such term; I cannot tell how far the Govt may be off for Clerks of this description.
