Inform me whether Nolan has been examined in accordance with the arrangement laid down in Your despatch No. 375 of the 17th August, 1900, and, if so, in what class it is proposed to place him. It appears that in any case it would be better to place Mr. Nolan in a higher class than Second Class rank to the Magistracy, in which I understand that Mr. Nolan is now acting as an interpreter. It appears from the Blue Book for 1900 that Mr. Nolan is drawing a salary of $1200 a year, which is the maximum salary of the Second Class under the new Interpretation Scheme.

I have to point out that in the detailed estimate of the cost of the scheme enclosed in your No. 141 of the 3rd April, 1900, provision is not made for the effects of classifying Mr. Nolan under the new Interpretation Scheme, rather than treating his application separately and apart from that scheme.
