desp. No. 215 of the 13th August last approved the appointment of an Additional Land Bailiff but in provision for the salary of the post.

18. I am not altogether satisfied with the increase in the votes for Miscellaneous Services.

I see that the vote for "Loss in exchange on Staff Police and Judicial Staff Remittances" has increased from $10,000 to $18,000, and that the increase is explained as due to an underestimate. It seems difficult to understand how this item came to be so great an underestimate.
I also observe that in spite of the transfer of the votes for expenses of the New Territory and Plague Expenses from the vote for "Salaries and Other Miscellaneous Services" to a separate heading, the original vote has increased from $10,000 to $20,000.
