As I informed you in my telegram of the 17th instant, the Legislative Council should be warned that the grant of additional compensation to certain members of the service might involve the adoption of methods of raising additional revenue. I consider it premature at the present stage to pronounce definitely whether an increase of taxation will be required, but I shall be glad if you will cause Messrs.' suggestions to be carefully examined and favor me with your views in detail, in order that I may have the material for considering the question when it becomes more pressing later on.
Very urgent as is the need for the full and careful notes and explanations attached to the Estimates under consideration, there are many points in detail to which I have to seek further information. I observe with satisfaction that the revenue for 1902 is expected to be $347,345 in excess of the residue estimate for 1901, and as much in excess of the actual revenue of 1900 as $403,371.
