Sixty-two Dollars and Twenty-six Cents to the Public Service of the Year 1902, together with copies of the Estimates of Revenue and Expenditure for 1902, and explanatory notes and memoranda.
2: The Revenue for 1902 is estimated at $4,605,965, and the expenditure at $4,558,955.26, which leaves a surplus of $47,009.74.
3. This estimated surplus does not, in fact, provide a wide margin to meet possible contingencies; and it is likely that more than $47,009.74 will be absorbed by various items of expenditure which could not well have been allowed for when the Estimates were framed.
In particular, I have carefully considered the arguments put forward in your despatch of the 25th October last (which, with the rest of the correspondence on the subject, need no longer be regarded as confidential), and I have decided that the officers of the Government Service who are entitled to compensation may be granted the same concession as has been granted to the "Covenanted Servant".
