The Harbour Master's Department required strengthening due to increased workload.
These increases were made at the urgent representations of the Harbour Master who reported that wages had risen owing to the increased cost of living, and that unless an increase on the existing rates was granted, he would not be able to secure the services of reliable men.

(16) PRINCIPAL LIGHT HOUSE KEEPER for the new Green Island Light. The salary provided is the same as that drawn by the former holder of the post in charge of the Cape d'Aguilar Light. A sum of $240. for one Assistant and $192. for 2 coolies has also been provided for the new Green Island Light. The construction of this light has been approved by the Secretary of State (O.C.D. 42 of 1901 & 253 of 1901): but hitherto no provision has been made for the necessary staff. Under "Other Charges" there is also an increase of $1600. on account of oil, etc required for the new Green Island Light.
(19) TWO WATCHMEN AT LYEMUN $72. EACH:- On Admiral Seymour's suggestion a scheme was adopted for lighting the Lyemun Pass so that large vessels might safely enter or leave the Harbour at night. It is also proposed to construct a globular lantern such as is now exhibited on the rocks in Chung Chay channel. Two sampan men will be required to keep both this light...
