I have the honour to transmit for the signification of His Majesty's pleasure the following Ordinance entitled:-

"An Ordinance to apply a sum not exceeding Three Million Seven Hundred and Thirty-Seven Thousand Seven Hundred and Sixty-Two Dollars and Twenty-Six Cents to the Public Service of the year 1902."

The usual papers which accompany the Supply Bill are enclosed.

I forward a copy of the remarks I made in Legislative Council when the Supply Bill was introduced, together with a memorandum by the Colonial Secretary dealing with the Estimates generally and giving full particulars of such alterations as have not been reported to you already.

You will observe that no provision has been made for the Sanitary Engineer, the Medical Plague Expert and the Bacteriologist who are expected to arrive in this Colony during next spring for the purpose of reporting on the Sanitary condition of Hongkong and suggesting any improvements which may appear to be necessary.
