A slight reduction in the estimate for Public Works Extraordinary has raised the surplus a little above the estimated amount quoted in the Governor's speech (37906).

Against this surplus we shall have to reckon:-
The bacteriologist and his laboratory. They have taken a vote ($10,000 on a total estimate of $30,000) for the construction, but none for the equipment of the laboratory. The latter will cost about $7,500; and the officer's salary is £500 a year or $5,000 odd; the cost of his passage should also be included.
2. The visits of Dr. Simpson and Mr. Chadwick, and any part of the cost of the sanitary and medical reforms that they may direct, which may have to be met in 1902.
The Colony will have to pay £250 a month for five months (about) to Dr. Simpson, and his passages. This will mean not less than $12,000 during 1902. Mr. Chadwick will cost £150 a month, for about four months. What expenditure may be recommended by these experts is quite uncertain.
3. The proposal to make the same concession in the shape of double exchange compensation, to Hong Kong officers as has been sanctioned in the case of the Straits and the Federated Malay States services is one which,
