A more satisfactory solution would be the carrying of Customs Officers on board the Steamers, who could examine cargo en route. And, if Kongmoon be made a Treaty Port and imports be there examined it is probable that the Agents necessary for the checking of the examination of Cargo by the Customs Officers would settle there. The up river cargo might if necessary be landed for examination and brought on by following Steamer. The additional expense would be no more than would be necessary were a portion of this Harbour handed over to the Imperial Customs and the cargo sent across in Lighters.
