by any of the medical Officers, not aware whether & if so, what Officers in Hong Kong are Entitled to gratuitous medical attendance free. I should be glad if you would furnish full information on the point. Unless other classes of officers enjoy this privilege, I do not consider that an exception should be made in favour of Cadets.
It has occurred to me on reading your despatch that the medical fees for Cadets on the mainland, Services for Straits Settlements &c., who are here and paid by their Govt., I should not object to the adoption of a similar practice in the case of Hong Kong Cadets attending for medical fees paid by Cadets, whilst studying the Chinese language here.
