I think we shall have to higher. The argument that while Siri way officers were given increases from 1 Jan., 1900, while others only from 1 Jan., 1902, is a my difficult to get on; and the Committer's recommendations date fixing July, 1900. Moran, it seems to me that in shall have to give Hong Kong officers the double exchange Compensation allowance which has been granted to the Straits. That of course is a matter for later
