I have the honour to transmit for your consideration the enclosed copy of certain minutes regarding the necessity for providing the Education Department with a Hakka boat for the use of the Assistant Inspector during the whole year and of the Inspector of Schools himself when required, in order to facilitate the work of the Department in the New Territory.

It is clear that the Stanley is not suitable for purposes of conveyance on account of the expense involved and that the hire of a launch would also be very costly. I have, therefore, the honour to recommend that the experiment suggested by Mr. Irving should be given a trial.
