in Mr Appleyard's case it was decided with Falkland
not to count the point against him - it not being of much importance to him as he was only going away for a year,
it was already drawn, official pay (#200) of a Staff Officer; it is of far more importance to Mr Grayson, should he find the tropics unsuitable to his own or his wife's health, elect to remain here, as it would make a difference of #30 a year for some 4 years after his return;
I think we should strive to get the Treasury to reconsider their ruling in this respect - even if it necessitates the passing of a supplementary Warrant in Council on three grounds.
(1) that a C.O. Clerk seconded for service in the Colonial Office gains experience & value during his absence
(2) that the practice prevailed in the case of the Higher Division Clerks & that it is unfair to apply a different principle in dealing with Divisional Clerks.
(3) that unless a change is made in this respect, it would be more difficult to get the best Second Division Clerks to agree to serve in the Colonies, as they attach considerable importance to the pension earned by the hope to waive one-fourth of their UK salary.
This consideration influenced me to a decision 19/02/1901
of 3 or 5 years' work abroad, though if Mr Grayson elects to retain here, I do not know that they need be called upon to pension him on a higher scale of remuneration than that he would have drawn had he remained here; this is the principle which has been enforced and applied in Mr Fiddler's and Mr Pany's cases
Sorry to lose Mr Grayson, but glad he deserves promotion.
The terms of K.R. & A.C. 5 provide for temporary employment in the Colonies for three years
in the usual one year's leave on full pay for temporary employment in the Colonies may be granted if he returns what is termed "Genuine employment" under agreement involving the payment of passages and
may very fairly be adopted in his case at the end of the term as at the end of collection.
The Election to remain in the Colonies can make this election as regards returning to this office.
I do not think that, as regards Clerks of that Division, we need make a stipulation as to the occurrence of a vacancy
