I have the honour to transmit for your consideration the attached copy of a letter from the Postmaster-General together with its enclosures and to inform you that, subject to your sanction, I have approved of the increases and additions recommended by the Acting Postmaster at Shanghai involving a monthly increase of $100, a sum of $225 for clothing.
