4. On receiving Your telegram of the 3rd instant stating that Messrs. to the salaries of adjustments. a lump sum entered under "vote for incidental assistance in the Agencies", it is not very easy to tell whether these increases have been provided for 1902 so far, Marin, as I can make out from the Estimation 1902, they have been; and I would support all these proposals. $225 is not much to ask for uniform and equipment; and the case for the other increases is fully made out, I think. It is important to get the Shanghai Post Office on a sound footing while Mr. Dixon is acting there.
