In 1901, when the question of the disposal of land known as the "Old Jail Site", the property of H.M. Government adjoining the British Post Office at Shangbai, was under the consideration of this Department, it was decided that, in view of the possible need of extending the Post Office, the whole matter had better be postponed.
The question has now again risen, and I have received an offer at $25,000 for the land, which, as an upset price, is a reasonable one. Before submitting this offer to the Committee of Roads, I shall be glad to have the views of the Postal Authority. In case it be considered by them that all or any of the land is, or will be required for necessary additions to the Post Office, I shall be glad to have full particulars.
In any case, in the event of the disposal of the land, I propose to reserve to the Post Office its present enjoyment of light and air.
I forward a plan of the property, for reference, which I shall be glad to have returned. It is of course very desirable that the amount of the offer for the land should not be made public.
