In continuation of my telegram of the 5th instant, I have the honour to transmit to Your Excellency a copy of the correspondence as per list enclosed. In my opinion it is most desirable that the land in question should be acquired by the British Post Office at Shanghai.

As that Post Office is to all intents an Imperial Institution, I would suggest for Your Excellency's consideration that the grant of land should be made free of charge. In any case I am sure you will agree that it is most undesirable that the site should come into the possession of any other European Power.
