In continuation of my telegram of the

8th instant, I have the honour to request that, as the
salary of £180 rising by annual increments of £15 to £249
appears to be insufficient to attract candidates to fill the
2 posts of Examining Supervisors in the Hongkong Post Office,
the amount of the salary offered may be increased to $150
a month rising incrementally to $180. Reliable men of this
class would be very useful, and I do not think that an
increase of $360 per annum should prove an insuperable
obstacle to the creation of appointments which have already
received your sanction.

In connection with the other proposed
increases in the Staff of the Hongkong Post Office, I trans-
mit for your consideration the enclosed copy of a letter from
Commander Hastings, together with a report which he has drawn
up on the increases in the Post Office Staff between the 15th
February, 1899, and this date. I also attach a schedule show-
ing in parallel columns the recommendations which I have made
and the extent to which these recommendations have received
