The only suitable candidate for this vacancy appears to be Mr R.E. Morris who is at present getting $3600 p.a. as District Engineer in P.W.D. Ceylon. His papers are attached.

In the first instance, he would be suitable to appoint Crown Agents to select an outsider.

I think on the whole Mr Morris might with advantage stay a little longer. I doubt whether he would better himself in Ceylon as Hong Kong is so expansive: but, we might telegraph to Sir H. Blake to ask Ceylon to send him a man. Mr Cooper, the head of the P.W.D. in Ceylon, is the head of the Bros. in Hong Kong.

Telegraph to say that the difficulty was to get suitable Referring to your Telegram of 8 October in the first instance, you should apply to Governor Ceylon at once.

have now been informed that Sir H. Blake has not been able to obtain this officer from Ceylon, but before writing to the C.A. to recommend a candidate, please refer to 5945/02 Ceylon herewith as to offering the post to Mr. L. de S. G. If it is given to him, the pay should be not on the new sterling basis, but $4400, rising by triennial increments of $200 to $6000 with travelling allowance of $360. Leave pay at 1/ the dollar; pension at 3/8. If he is offered this appointment, he may have to forego part of his leave, which falls due next. (See 23499/01).
