I understood from the report by the Captain Superintendent of Police, which formed the second enclosure to your despatch No. 202 of the 3rd June last, that Mr. Lewis' suggestions as regards the salaries of the staff of the Hay Kay Post Office were generally adopted. It appears, however, that the salary which Mr. Lewis proposed for the Deputy Superintendent of the Registration Branch, and which is now sanctioned, had not been included in the alterations made in the Committee's scheme.

3. It might perhaps have been better if questions of this kind could have been exhaustively discussed and officially settled before the reclassification scheme was finally submitted for my approval. It appears to me that the danger of the subordinate service being encouraged by subsequent alterations in the scales of salary proposed in that scheme, to put forward individual applications for further increases to themselves. But I see no doubt that you will continue to confine your favourable consideration of such applications to specially deserving cases.
