With reference to paragraphs 2 and 5 of your Despatch No. 210 of the 3rd July, 1900, I have the honour to enclose for your information a copy of a report by the Registrar-General on the question of official Interpretation and Translation in Hongkong, together with a copy of a minute by Mr. Dyer Ball on the proposed rules.

2. In view of this scheme I have provisionally placed upon next year's Estimates the following items:-

1. Allowance to 9 Student Interpreters.. $1,080.

2. Salary of Chinese Teacher for 9 Student Interpreters.. $360.

3. Rent of Quarters for 9 Student Interpreters.. $452.

4. Incidentals, Furniture, Books etc., for Student Interpreters.. $200.
