In reply to paragraph 3 of your letter No. 49/78-Z/30 of the 22nd instant, I have the honour to inform you that I do not desire that the construction of new defence works should in any way be delayed. It must be clearly understood, however, that by granting permission for the construction of such works, I do not intend to depart in any way from the position which I took up in my letter to you of the 18th instant, and in previous correspondence.
