A quarter of a century ago, the one big school of Hong Kong, then known as the Central School was the Queen's College, rather a model institution. But the colony has grown larger & one school for all classes is no doubt not adequate.

What is ... For the better class Chinese a boy's school & a girls' school to be built by govt, originally by private subscriptions half & half. To be maintained by govt, which will table the fees.

To be managed - under govt - by a voluntary Committee to act this management as an admirable regard.

2. For Europeans a mixed boys & girls School - to be built & maintained by govt, which will relieve the fees.

[Note. The Europeans are not really in a position, as the Chinese are, to satiate only a few of them are probably rich men]

I think such a school is wanted & that it might fairly be provided by government, although it is for Europeans alone.

I should offer both schemes in outline but ask that further details of the initial & recurrent cost in each case may be sent in due course. The schemes will affect the Proposed College & whether in view of them there can be any saving on the latter. I would not refer to the case of the Eurasians - they will very likely, if there are better class, go into the European School.

Some pronouncement about religious teaching will probably be given. The parents will likely like a compromise on custom itself.

Government must limit its grant in the case of the Chinese school: it can hardly give as much as $100,000. Supposing that sum to be contributed from private sources.
