I am directed to enclose a copy of the Draft of a Bill entitled "An Ordinance for authorising the construction of a Tramway within the Colony of Hongkong" and to request that your Company will, within one week from the receipt of this letter, furnish this Government with any observations which may occur to you.

Subject to the consideration of any remarks or objections which you may make, the Government approves of the substance of the scheme as embodied in the enclosed draft Bill which, however, will probably require some revision on purely technical points of legal drafting which will not affect the principle of the scheme.
