In continuation of paragraph 4 of my Despatch No. 352 of the 7th instant, I have the honour to add that the Government has also by its amendments to clause 49 of the Tramways Bill made it obligatory upon the Company, instead of running a minimum of two workmen's cars at cheap fares every morning and evening, to run as many cars for workmen morning and evening, before 7 A.M. or after 5.30 P.M. as might from time to time be fixed by Resolution of the Legislative Council.
The reasons, which actuated the Standing Law Committee, in proposing the amendments to clauses 47 and 49 of the Bill are detailed in a Memorandum by the Acting Attorney General which I enclose for your perusal, and I concur generally in those reasons.
I also enclose, as an annexe to the Acting Attorney General's Report, a print of the Tramways Bill showing how the Bill stands at the present moment, after passing through Committee.
