Works says:- "The damage was undoubtedly due to careless stowing of the goods. Mr. Tooker considers that had the articles been packed in Saw dust, instead of straw & shavings, they probably would not have been damaged.
The delay in sending reported is causing very great inconvenience, as it is difficult, if not impossible to provide the Government with precise information on the various shipments."
