into Correspondence with
The War Office, and, through the Governor of the Cape Colony, with Professor Simpson himself,
to ascertain whether that gentleman's services could be obtained for Hongkong; and, this Enquiry having been answered in the affirmative, I telegraphed
on the 31st ultimo
suggesting Prof. Simpson's Employment.

on

5th instant, urging, on your
behalf and that of Your Executive Council,
that
a
Sanitary Expert
should be sent out and
deprecating the Exception
of Prof. Simpson
on the express ground that he is not qualified in that capacity.
