2. As the recrudescence of plague usually occurs in the summer, it increases the necessity that an enquiry should be made as soon as possible; and Mr Chamberlain proposes as soon as he learns that Mr Chadwick would be willing to go to command the Governor of Hong Kong by telegraph as to the acceptance of the conditions.

I have the honour to acknowledge the receipt of your despatches Nos 244, 254, 256, & 262 of the 5th, 13th, 16th & 18th of July, all on the subject of plague in Hongkong and the urgent necessity of checking its recurrence.
2. You inform me that opinion in the Colony is generally in favour of a visit to Hongkong of a Sanitary Expert - Mr Osbert Chadwick is especially suggested for the purpose of advising as to the best remedial measures.
