My Dear Lockhart,

I had not time to read the Tramways Ordinance carefully through during the short time that it was before us on Monday, but it appears that there is no reduction proposed in the fares for His Majesty's Forces, though special provisions are made for Police, postmen, and Chinese workmen.

As the Troops are stationed at outlying points, not from their own choice but for the needs of the Colony, I think a reduction of fare should be made.

Reduced rates are charged on all railways at home; the Peak Tramway charges reduced rates, and I believe the Ferry boat.

I should propose the clause to be altered in Committee as attached.
