Mr. Dandy was appointed on the 6th July, 1899. On October 11th, 1900 he was granted one month's sick leave. The Acting Secretary on November 12th, 1900 (C.S.O. No. 2330/1900) forwarded a certificate signed by Drs. Bell & Stewart to the effect that Mr. Dandy was suffering from phthisis and applied for authority to engage a passage to England for Mr. Dandy.
1. Dandy applied to postpone his departure until February 1901, and his application was granted. On the statement of the M.O.H. dated 21/11/00 in the above quoted C.S.O. that he was unfit for outdoor duties, His Excellency approved of the Sanitary Surveyor taking over the outdoor duties of Mr. Dandy.
Passages amounting to $792 were taken for Mr. and Mrs. Dandy, although there was nothing in the agreement about a return passage, and he was informed that on arrival in England he would be permitted to draw all the full pay leave to which he was entitled at the rate of three shillings to the dollar; and that on the expiration of that period he would cease to be an officer of the Hong Kong Government.
