In reply to your Despatch No.225 of the

5th ultimo, I have the honour to transmit to you the

enclosed copy of the pension paper of Mr. W. C. Barlow.

2.

As successor to Mr. Barlow, I recommend

the appointment of Mr. James Cheung and on this point I enclose a copy of a letter from the Acting Headmaster of Queen's

College.

3.

The question arises whether Mr. Cheung

who is Chinese, but born and brought up in Australia, where

all his relatives live, is or is not entitled to Exchange

Compensation on his salary. Mr. Cheung dresses as a European,

but as the College is now closed for the Summer Vacation and

Mr. Cheung is away on leave, I am unable to report whether

his style of living is European.
